Strange Tarjetas?

After visiting the botanical garden near de la plaza de Simon Bolivar we encountered a very long queue of people waiting in front of a sport stadion. We asked different people and finally got the best answer from Leito, saying that if you didn't serve for the armed forces you can get such an ID card, too. But does it really cost more than a million pesos?

Does anyone have more information on this?
